The fact that they are acknowledging him on TV at all suggests that there's a work at play here. They're cutting it fine if they want use him prior to WM in any way though. Maybe they've penciled him in for returning at WM itself or shortly after.

Yeah, I get that. But if Punk actually had appeared the roof would have absolutely come off - it'd probably have been one of the biggest pops of all time. That's not to say it was a total waste of a shit hot crowd, some good heat was generated. But then again, a lot of it was probably X-Pac heat, as Batista and Co would have been booed wherever the show took place.
WWE played it perfectly. There is no work at play here they just heard about the rumours of hijacking and knew the chants would be a distraction and could get out of hand so instead of ignoring the issue they brought it up straight away, gave the crowd a teaser and a chance to vent and it definitely made the show more tame than it would have been. They also got the huge pop they wanted by starting off with his music.
