What's the worst part about the rule is that it doesn't even have to go dead for it to be zero. If it goes touch in goal it's zero tackle. So the difference between a scrum on the 10 and zero tackle is a corner post.
I seriously can't comprehend that 4 tackle advantage the Titans received either. They got 4 extra tackles, made 30 metres and almost scored, then because they didn't score the ref brings it all the way back for a penalty. If that's allowed then teams will be begging the ref to give them a 4-tackle advantage on every single penalty.
