Have also heard it might be real LA but seems unlikely. Washington sounds likely. Would be cool if there was a strong political element to it too.
Personally I would have preferred to see a "V" in with a pink background and some palm trees, but Rockstar will never give me another Vice City fix. It's either San Andreas/L.A/Vegas or Washington. Bet on it.
I just compare it to Vice City and its a huge let down Gettin on the scooter from the first mission switching over the channel to hear Michael Jackson THE MEMORIES

I hope they bring back the feeling of owning more and more of the city through the storyline. All the mansions and stuff. GTA4's "revenge you don't even care or know about" storyline was wank.
