    Even if he didn't release someone when asked there is absolutely nothing wrong with that, surely we want to make this as close to RL as possible. Most releases in RL come with provisions attached ie. you can't sign for any other club within this league for the duration of your contract. Surely not granting a release is better then granting a release with a proviso like that.
