Punish the teams in the wrong, makes most sense to me. As does leaving the teams who have done nothing wrong alone. I'm sure Boob will get over it eventually.
I think starting again would be a really bad idea. Although you made 1 bad decision IMO with not resimming the Giants Vikings game. It was fundementally the Giants fault for fielding ineligible players. You made a decision to fine them, and should stick with your decision. At the end of the day only the Giants thought it was harsh to recieve the punishment.
