    Not in union. Basically in league when the 13 leaves the scrum it becomes 'unlocked' and the rest of the pack can move on. In union though, the flankers and the number 8 often practically break off while the ball is still in the scrum, it's the second rowers who are the locks. You're thinking about when they pack down, when it really refers to how they break apart. Your tight 5 still pushes even if the 8 stops.
