In reality, yes. The sim is quite restricted on the distance you can kick penalties from as things stand, and so you would never have scored even if you had taken the kick. It's on the list of enhancements for next season - penalty distance will vary based on your ability and the choice of whether to kick for goal will depend on the scoreline at the time.
