THE referee at the heart of Chelsea's Champions League KO has been ordered to refile his match report by UEFA.

Tom Henning Ovrebo has been given an extra 72 hours to expand on his official report before UEFA bring any charges against Chelsea.

The Norwegian referee faxed his original report from his London hotel on Thursday morning before flying back home to Oslo.

But UEFA officials immediately told the psychologist, 42, that his summary was not detailed enough. Ovrebo is expected to name and shame Chelsea stars Didier Drogba and Michael Ballack for their threatening behaviour during and after the Blues' exit against Barcelona.

Drogba, who has apologised for his f-word tirade, is expected to be charged this week and could be banned for the entire group stage of next season's Champions League.

Ovrebo went into hiding with his family after returning home and neighbours say they have not seen him since before Wednesday's game.

He has contacted local media expressing a wish to talk about the incidents but he has been gagged from speaking publicly by UEFA.

Ovrebo is due to return to domestic action on Saturday when he takes charge of a game at local club Brann Bergen.

The fact UEFA have given him more time to compile his report and asked for greater depth and detail suggests they are preparing to throw the book at Drogba and Chelsea.

A UEFA spokesman said: "Regarding the report from UEFA's referee observer - this will never be made public. But that report will of course play a major part in deciding Tom Henning Ovrebo's future.

"When it comes to the reports that detail what happened after the match we need the coming week to analyse those.

"At the same time we will continue to collect information about what really happened - that's information from witnesses and from video cameras."

MIchel Platini could be handing Alex Ferguson’s Manchester United side another Champions League winners’ medal in just over a fortnight in Rome. But English football will not be happy to see what else he plans to deliver.

In a far-reaching analysis of the European game, Platini, one of the greats of world football as a player and now one of its most powerful men, dismisses the charge that he has a grudge against Premier League clubs and is insistent he will not be silent about forces that he fears could destroy the essence of football.

The UEFA president is clearly exasperated that many in this country interpret his words of caution about the future of game as a dastardly Euro plot to bring down the English. And he confirmed that, within three years, UEFA will introduce regulations to the Champions League that will limit the spending on wages and ensure that the core of the squad of an English club will have to be English.

Speaking in English, a language with which is not entirely comfortable, because he wishes to get across his point to his chosen audience, Platini is keen to support what he regards as the best of English football, while criticising what he regards as damaging.

‘I love English football,’ he said. ‘Manchester United, Arsenal, Liverpool are great clubs, they have great atmosphere and great players. I think what I like most about English football is the fans. The fans are wonderful.

‘But there are some parts outside of the football that I don’t like, and that is because I want to protect English football. What I don’t like is the business of football. I would like it that the English clubs keep their identity and that the English clubs belong to the English fans.

‘Now there are many foreign owners and I think it is not good for English football. I try to defend you, not to defend myself. I think one Arab owner spending Â£120million on one player is not good for football. When the English want to play the 39th game abroad, it’s not good for football.

'When you have many clubs bankrupt, it’s not good for football. When a player like Beckham goes to an Italian club for three months and then he goes away again, it’s not good for football. Beckham is good for football, but this loan system is not.’

Platini’s assertion is that he is a mere football lover rather than an agent of embittered clubs from Spain, Italy and Germany who are aghast at an Anglo-Saxon takeover of
the Champions League. His concern, he says, is that the speed of change in the game in the past five years means the sport risks losing its distinctive qualities.

‘I want to protect football, because we love the game. In the past we had to protect football against hooliganism and we had to change many things. Now we have the
same problem, but with finance. We could lose the football because of the financial issues. And the people who come to football now, they “Ah, it is beautiful! We can’t change!”

'But we have to protect [the game]. I am not anti-British. Football is not a product. It’s a sport. Maybe this philosophy is old-fashioned, but why is football so popular?

'Because for 100 years people worked for this game, which meant they had TV rights they sell. And now, because of that, people want to change football because
they want to make more money.

'That is the problem. I understand that the Premier League is not happy as there are many foreign owners and they want to play abroad. But I can do nothing except try to convince the national association and the parliament that they must do something. If I was not UEFA president I would say the same. I express myself over the business,
not about the football.’

‘Football has to have an identity and it is the identity of the city or the fans. If it is becoming a product that you buy and sell, that you can walk away from and sell . . . OK, maybe that’s your philosophy, but it’s not mine. I don’t like it.

‘Football is popular because you have identity. The family of Ryan Giggs moved to Manchester and everyone in Manchester is proud of him and his success. If you have 11 Brazilians, where is the identity? You have American owners, Brazilian players, a Spanish coach, where is the identity? That’s not good. A club president can leave, a player can leave, the coaches come and go, but fans of United never leave.’

With West Ham on the brink of a financial crisis, the Glazer family saddling United with debts of Â£699m, Chelsea still carrying debts of Â£357m can leave if there is a
problem. You will stay, I will stay, the fans they will stay. At the moment you will say: despite owner Roman Abramovich having halved them, Liverpool’s financial future in doubt with a Â£350m bank loan to renegotiate this summer and with Arsenal suffering because of the property crisis, it is often the English game which appears to bear
the brunt of Platini’s critique.

But he insists that his fears are not confined to England, that he takes issue just as much with a club such as Valencia, who are facing a summer crisis with debts of Â£450m, or Real Madrid, who are financially stable, but carry debts of Â£500m. He says he will protect against the loss of identity and excessive spending with new regulations for the Champions League, having appointed experts to investigate the possibility of financial restraints.

They will also build on the current rule of including least eight homegrown
players in the 25-man squad for the Champions League. Platini hopes the European Commission will also ban the transfer of Under-18s, which would affect English clubs, who circumnavigate current UEFA rules by claiming players such as Cesc Fabregas and Federico Macheda, who joined them at 16, are home-grown.

‘This is not only a problem for England,’ he said. ‘It’s also in France where the richest clubs buy all the best young players. For one Macheda there are maybe 100 others who are not a success. You take them away and then you give them back with nothing else and they are finished. That is the problem.’

Platini’s Club Financial Control Panel are likely to consider the so-called ‘luxury tax’ system used in baseball in the USA, where clubs who wish to exceed agreed salary
levels would have to pay a tax that is then distributed to poorer clubs.

‘I will let the experts decide,’ said Platini. ‘I am not a financial expert. What they recommend, we will implement in two or three years, but always with the support of the clubs. I don’t say because English is dominating that I want to regulate. I want to regulate as there are no rules in football [finance]. There is anarchy. I want to save many clubs from bankruptcy, because the day when the TV rights stop in England
what happens?’

And the fact that globalisation has engulfed all businesses, including football, leaves Platini distinctly unimpressed. ‘The world has changed, but not football, because we still play 11 against 11 with the ball,’ he said. ‘And the fans are always the same, from their city. I will always keep the philosophy of when I was young. I don’t change.

‘I am not a political guy who changes what I believe. Football doesn’t change and I will try to protect where it is possible.’

Well I can see a day when, all 4 semi finalists would be english clubs, like Arsenal, Chelsea, Man U and Livers. Platini would call off UCL that year and resign. Lol.

They reckon Ovrebo will be banned for life from refereeing Champions League matches.

Which is pretty funny because according to Wikipedia, he'll be a referee at the 2010 World Cup. I hope he's banned from that too tbh.

its a disgrace that after the preformance he gave he can still be reffing at anything higher then under 13's i suppose the fact that he has escaped with so little sanction really puts a bit of added fuel for the conspiracy fire (although i am still doubtful, or maybe im just hopeful, that it is a conspiracy)

If UEFA takes any action in the aftermath of the match, it'll be more likely to punish Didier Drogba or Chelsea, than to sanction the referee TBH.
