I think I would back Samoa. By that stage they should have had plenty of time together which they don't normally get.
The last time they played Samoa won (2013) 27-17 and in recent times it's been really close. Samoa is a lot better than then and has had a lot more time to be together. 2012: 17-16 2010: 19-16 2005: 18-11 I wouldn't say that's clear dominance, every game Samoa got closer until they finally won one in 2013.
Samoa could definitely beat Scotland. Samoa are normally shit because they can't get their full team together. By the Scotland game they would have had 3 games which are essentially warm ups.
