Good move IMO. Super Rugby is fighting a losing battle with big money NH sides, this could be a solution to stop our national side being compromised. Although I'd prefer us to go down the All Black method of allowing sabbaticals in the NH.
Not only that, the game isn't strong enough in Australia for them to just not consider players from overseas.

There's a reasonably good chance that both will add to their tally with the tests this season before departing overseas. Particularly Genia.
I think it could help keep players in Super Rugby. If you're on 50 tests you would well be tempted to stay one more season to gain eligibility status rather than buggering off straight away.
This is heading down the path of football where the clubs have the power. I wonder if they should also institute the first nation play rule where you can't change counties.

Don't want this coming to NZ. Super Rugby would lose the names that get bums on seats. No more Nonu's, Carter's, Read's etc. As they have no reason to stay. The level of teams would logically decrease.
As would our cohesion. Northern Hemisphere nations would know our players better than we would. They'd know how to counter them. At present they don't play them that much so there's a level of uncertainty but if they play with them on a weekly basis they will be training the opposition on how to play them.
Dollars will just keep increasing though, eventually we'll have no choice silly if you think otherwise. This is going the way of football whether you like it or not
I think its sensible; not picking your best XXII players for a test match is retarded imo. Winning the games > rewarding blokes playing locally for less its not like ARU has a ridiculously superior pool in the local domestic comp like the NRL
